The Tier II Workshop was held on July 17-July 19, 2001 at the Ramada Inn, Stage College, PA. PennDOT District 2-0 and FHWA-Harrisburg organized this workshop in conjunction with Orth-Rodgers & Associates, Inc. This workshop was a follow-up to the Tier I Workshop, which was held on February 28, 2001.

The Tier II Workshop was a 3-day event aimed at providing technical assistance to the region's transportation professionals and non-transportation stakeholders in developing a draft version of the Regional ITS Architecture. The workshop provided a forum for stakeholders to convene, review the Inventory of ITS elements, identify opportunities for regional integration, educate stakeholders on the architecture development process, and identify key Post-Tier II Workshop activities that are necessary for the success of the architecture development program.

Before the Tier II Workshop, a Turbo Architecture database file was created from the Inventory of ITS elements as identified by the project consultant, Orth-Rodgers & Associates, Inc. This database provided the basic input for the development of the draft version of the Regional ITS Architecture.

The Tier II Workshop was facilitated by FHWA through the National ITS Architecture Team. Several agencies (public and private) within and outside the region were represented at this event. The workshop activities included presentations and interactive sessions, during which participants provided significant input to the architecture development process. Some of the key activities at the Tier II Workshop included:

  • Review of Key Concepts and Terminology in the National ITS Architecture
  • Presentation and review of ITS Inventory
  • Presentation and review of ITS Services and Market Packages
  • Identifying, reviewing, and tailoring Interconnects
  • Identifying, reviewing, and tailoring Architecture Flows
  • Reviewing key ITS Standards
  • Post-Tier II Workshop activities

The outcome of the workshop was successful based on the unprecedented turnout for the three days as well as the invaluable contribution made by all participants during the interactive sessions. In addition, the workshop provided a forum for an extensive evaluation of interagency coordination and opportunities for integration across the region.

The draft Regional ITS Architecture was presented to Orth-Rodgers & Associates, Inc., for refinement based on the outcome of the Post-Tier II Workshop activities.
